I have long been an advocate for the idea that outer space, is the correct destiny for the human race. I wrote an essay in 1992 detailing why I think outer space is the true human destiny, you can read it here
The big cost for achieving orbit, is that it usually requires three rocket stages to achieve. If orbit can be achieved with one rocket stage it will be far cheaper and safer.
If ions can used for lift and the ceiling as claimed is 60 miles, then a rocket lifted by ions would not have to fight against much air resistance, so might possibly be able to reach orbital velocity with far less fuel.
